If you really have hundreds of thousands of Notes users, I am amazed that you don't have a proper infrastructure setup.
Whoever created an environment where you have large number of users with local databases that are not maintained (how are backups made, by the way?) centrally, that sounds like a disaster just waiting to happen.
As Cristopher said, talk to a Notes developer about designing the application correctly, exposing different functionality to different users.
Read up on security, including (but not limited to) Roles, Readers/Author fields and the different access levels (Editor, Author, Depositor, Reader, etc).
